    Mayor of South Beirut? Huh? Beirut isn’t officially divided, there is only one mayor and he is for all of Beirut. What the article means to say is a representative of Hezbollah (who practically control south Beirut). It should be noted the OLPCs are being handed out to Palestinians children in refugee camps inside Lebanon, not Lebanese children.
